[자원개발 사업 부문]

한국가스공사는 에너지 수입 의존도가 높은 국내 여건을 감안하여 자원을 경제적이고 안정적으로 확보하기 위해 전세계 11개국 21개의 프로젝트를 추진하고 있습니다. 천연가스 및 원유의 탐사개발 등 상류사업 뿐만 아니라 LNG 액화사업, 해외 LNG 터미널 운영 등 중하류 사업분야에 이르기까지 가스산업의 밸류체인을 형성하여 경쟁력을 확보하고자 노력하고 있습니다. 1996년 오만 LNG 사업에 지분투자를 통해 처음 자원개발사업을 시작하였으며, 미얀마 가스전 및 이라크 주바이르 유전 등 상류자원개발 사업과 모잠비크, 캐나다 등 LNG 액화 사업을 통해 해외 수익 창출과 LNG 국내 도입에 기여하고 있습니다. 최근 국제 에너지 가격의 높은 변동성과 시장의 변화에 대응하기 위하여 핵심 사업들을 중심으로 사업 포트폴리오 재편을 진행하고 있으며, 기존 참여사업의 후속 개발 추진과 더불어 경쟁력 있는 유망 사업 확보를 통하여 지속성장 동력을 확보하기 위해 노력하고 있습니다.

[수소에너지 사업]

한국가스공사는 천연가스를 원료로 추출수소를 생산하여 수소 생산 및 충전 인프라 구축 사업을 수행하고 있습니다. 안정적인 수소 공급에 기여하기 위해 경상권, 호남권 주요 거점도시에 수소생산인프라를 구축·운영 중에 있으며, 수도권에 추가 구축을 추진하고 있습니다.2021년 7월 김해시에 직영 수소충전소 운영을 시작하였고 2022년 5월부터는 대구광역시에도 직영 충전소를 운영하고 있어, 현재 직영 수소충전소 2개소를 운영 중입니다.그리고 합작법인 ㈜수소에너지네트워크(Hynet)와 하이스테이션(주)을 통해 수소충전소를 추가로 구축 중에 있습니다. 또한, 수소유통전담기관으로서 국가단위 수소 공급인프라 단계별 구축계획 검토, 수소산업 통계 조사 및 수소수급전망(안) 수립, 수소 튜브트레일러 지원사업 등 정부 정책수립 지원 역할을 충실히 수행하며 우리나라의 수소경제 활성화에 중추적인 역할을 수행하고 있습니다.

[LNG 신사업]

한국가스공사는 LNG를 선박연료로 공급하는 LNG벙커링 사업을 수행하고 있습니다. 이를위해 '20년 12월 출자회사인 한국엘엔지벙커링(주)(KOLB)을 설립하였습니다. 출자회사는가스공사로부터 LNG를 공급받아 가스공사의 제조, 공급시설 및 벙커링선 임차를 통해 LNG추진선을 운영 중인 고객선사에 LNG를 선박연료로 공급하고 있습니다. 출자회사는 통영LNG 인수기지를 거점으로 부산, 울산, 광양 등 동남권 주요항구에 정박한 선박들을 대상으로 PTS, TTS 및 STS 방식으로 LNG를 공급하고 있습니다. 한편, 출자회사는 자체적으로 '21년 2월 벙커링 전용선 1척을 발주하였으며, '23년 5월 본 선박을 인도받아 선주 및 선사 역할을 수행하여 향후 STS 벙커링 사업을 확대할 예정입니다. 이와 별개로 한국가스공사는'20년 2월 대한해운과 해외 합작법인 KLBV1 S.A(대한해운엘엔지 60%, 가스공사 40%)을 설립하여 유럽 LNG 벙커링 공급에 사용될 LNG벙커링선 1척을 건조완료하여 Shell사에 인도했습니다. 본 선박을 이용, Shell사와 용선계약을 체결하여 Shell사 고객을 대상으로 LNG를 공급하고 있습니다.

한국가스공사법은 한국가스공사의 설립근거법이 되며 동법 제18조의 규정에 따라 한국가스공사는 도시가스사업법 제3조의 규정에 의한 도시가스사업의 허가를 받은 것으로 봅니다. 또한 동법에서는 한국가스공사가 영위하는 사업의 범위(제11조), 투ㆍ융자할 수 있는 사업의 범위(제12조) 등을 규정하고 있을 뿐만 아니라 제16조에서는 천연가스를 전국적으로 공급하기 위한 사업계획, 안전관리에 대한 투자계획 등 산업통상자원부 장관이 지도ㆍ감독하는 범위도 규정하고 있습니다.

이외에 동법 제16조의 2에서는 천연가스의 공급 등에 필요한 설비를 설치하는 경우 당해사업의 실시계획을 수립하여 산업통상자원부 장관의 승인을 득하도록 규정하고 있습니다.아울러 동법 제16조의 3에서는 사업의 실시계획 승인을 득한 경우 「공익사업을 위한 토지 등의 취득 및 보상에 관한 법률」등 18개 법령에 의한 인허가를 의제하는 등의 가스산업 지원에 관한 내용도 규정하고 있습니다.'18년 12월 상기내용 중 제11조가 개정되어「신에너지 및 재생에너지 개발ㆍ이용ㆍ보급 촉진법」에 따른 수소에너지 관련사업이 목적사업에 추가되었습니다.

도시가스사업법은 도시가스사업을 합리적으로 조정ㆍ육성하여 사용자의 이익을 보호하고도시가스사업의 건전한 발전을 도모함으로써 공공의 이익과 안전을 확보하기위해 제정된 법으로 동법에서는 사업자의 자격요건, 의무사항 등 사업의 허가에 관한사항, 가스설비의 안전성 확보를 위한 가스공급시설 및 사용시설의 설치에 관한 규제, 안정공급과 소비자 보호를 위한 사업자의 의무부과 및 안전관리에 관한 규정 등의 내용을 담고 있습니다.
